Advisory Board

Dr. Mitch Earleywine

Dr. Mitch Earleywine is Professor of Clinical Psychology at the University at Albany, State University of New York, where he teaches drugs and human behavior, substance abuse treatment and clinical research methods. He received a B.A. from Columbia University and a Ph.D. in Clinical Psychology from the University of Indiana. He has received 21 teaching commendations, including the coveted General Education Teaching Award from the University of Southern California and the Chancellor’s Award for Excellence in Teaching from the State University of New York system. His research funding has come from the National Institute on Alcohol Abuse and Alcoholism, the Alcoholic Beverage Medical Research Foundation, and the Marijuana Policy Project.  He serves on the editorial boards of four psychology journals, reviews for over a dozen, and has more than 100 publications on drug use and abuse, including “Understanding Marijuana” (Oxford University Press, 2002) and “The Parents’ Guide to Marijuana” (High Times Press, 2008). He is the only person to publish with both Oxford University and High Times.

He has been quoted in The Economist, The San Francisco Chronicle, Chicago Tribune, New York Times, Los Angeles Times, USA Today, Time magazine, Sacramento Bee, Rolling Stone, Salon, and The Nation. He has also appeared on National Public Radio’s “Talk of the Nation” and “Weekend Edition”. He served on the executive board for the Marijuana Policy Project, and currently serves on the advisory board for the National Organization for the Reform of Marijuana Laws.

Our investment team has 30 years of collective investment experience, across private equity, Wall Street  research, start-ups and operations.  In addition, our board of advisors has over 80 years of collective experience and over 30 years in the cannabis industry alone.

Michael Tully

Mr. Tully is a Managing Director and Co-Founder of Presidio View Capital. He is the co-head of the Investment Committee and a Managing Member of the General Partner. Mr. Tully has personally been investing in the cannabis space since 2016. Concurrent to his work in cannabis, he has  held various positions at a large electronics company since 2013, including manager of strategic deals and risk management. Prior to joining the electronics firm, Mr. Tully was a Vice President at Sandler Capital Management, a growth-oriented private equity firm focused on the media, communications, and entertainment industries. Prior to Sandler Capital, Mr. Tully was an Analyst at Thomas Weisel Partners (now Stifel Nicolaus), an investment bank. Mr. Tully holds a BA from Harvard University and an MBA from The Wharton School.

Kip Clifton, CFA

Mr. Clifton is a Managing Director and Co-Founder of Presidio View Capital. He is the co-head of the Investment Committee and a Managing Member of the General Partner. Mr. Clifton has personally been investing in the cannabis space since 2015. He has led a number of investment deals and sits on the board of Henry's Originals, Purextracts and Bloom Automation. Prior to his work in cannabis, Mr. Clifton was in Equity Research at Deutsche Bank, where he covered the telecommunications equipment industry since 2010. Mr. Clifton has also lived in Africa, where was a Director of a non-profit and a member of the Peace Corps. Mr. Clifton holds a BS from Vanderbilt University and an MBA from The Wharton School.

Austin Rosen

Mr. Rosen is a Managing Director, member of the Investment Committee and a Managing Member of the General Partner. Concurrent to his work in cannabis, Mr. Rosen is the founder and CEO of Electric Feel Management, an entertainment house for management, records and publishing based in Los Angeles. Mr. Rosen's reputation and network has resulted in access to a tremendous pipeline of deal flow in the cannabis industry, including 4th MVMT.

Ryan Hudson

Mr. Hudson is Co-Founder and CEO of The Apothecarium, a medical cannabis company founded in 2011. The company currently operates two stores in San Francisco, one in Las Vegas and has licenses for two more locations in California. Mr. Hudson manages operations and growth for the company. He started The Apothecarium with a mission to provide a professional and welcoming environment for patients.  The Apothecarium is known for providing in-depth consultations to patients with serious medical conditions. In an address to the United States House of Representatives, Nevada Representative Dina Titus referred to Hudson as a "leader, expert and innovator," in the field of medical cannabis. He is a founding board member of the California Cannabis Industry Association.

Mr. Hudson is a seasoned entrepreneur with an engineering and technical background. His previous start-ups were in the veterinary health, mobile app, and computer diagnostic fields.  Earlier in his career he served as a network engineer supporting a large medical device company and an investment bank. Mr. Hudson attended San Francisco State University.

Daniel Wacks

Daniel Wacks

Mr. Wacks is Co-Founder and Director of Cultivation at State Flower Cannabis, a San Francisco-based cannabis cultivation, distribution, and manufacturing company. Mr. Wacks has been a cannabis cultivator, patient and advocate since 2003. In 2015, Mr. Wacks co-founded State Flower Cannabis, which cultivates sustainably grown, small-batch cannabis in one of the first fully permitted facilities in California. State Flower’s facilities were also the first Envirocann1 certified operations in both California and Nevada. Mr. Wacks and his team were awarded three cannabis licenses by the State of Nevada and the Clark County Commission. They designed, developed and currently operate a 40,000-square foot, modern cultivation facility, The Apothecarium Las Vegas dispensary, and an edible production facility which carries the exclusive license to manufacture Kiva Confections and Valhalla Confections in Nevada. Mr. Wacks has extensive experience designing, building, and operating state-of-the-art cultivation facilities and navigating the complex regulatory and compliance issues in the cannabis industry.

Prior to his work in cannabis, Mr. Wacks held a key position with the South African government during the height of the AIDS pandemic, overseeing the implementation of the Peer Education Program in the most affected communities in the country. Mr. Wacks holds a BA from the University of California at Santa Cruz.
